TAGAYTAY CITY, Cavite, 21 March 2026 — The Development Academy of the Philippines (DAP), through its Public Management Development Program (PMDP), conducted a Breakfast Chat with Department of Economy, Planning, and Development Secretary Arsenio M. Balisacan. Set in the cozy ambience, the Middle Managers Class Batch 37 scholars had an in-depth conversation focused on Philippine Economic Performance, Recovery, and Reform Priorities for 2026-2026, emphasizing the scholars’ part in achieving such.
“The roles that they play in the evolution of development thinking and implementation of the programs and projects of the government are crucial in realizing the narrative that we want to achieve in the coming years,” Secretary Balisacan expressed on the crucial contribution of the middle managers in championing the targeted economic goals.

Moreover, the chat with Secretary Balisacan emphasized the significant impact of institutional credibility and the people’s trust in the government, encouraging MMC 37 – Ani to become active agents in rebuilding the citizens’ confidence in the government through their respective agencies.
“Hopefully, they will become instruments of this change in addressing the issue of trust deficit in the government. We look forward to their continued engagement,” Secretary Balisacan said.
Meanwhile, Center for CES Development Vice President Myda A. Nieves took over the open forum, allowing the scholars to share their perspectives and bring their ideas to the breakfast table. The segment delved into multisectoral matters highlighting the importance of maximizing the usage of comprehensive studies and data from the ground to create citizen-centric programs.

Following the productive discussion, Mr. Endrik H. Sy, class representative of MMC 37 – Ani led the vote of thanks expressing gratitude to Secretary Balisacan and the team behind the Breakfast Chat, which provided a space for meaningful interaction and broadened their perspective of development and the role that they have to play.
