Signifying a bold new chapter for public service leadership in the Philippines, the Development Academy of the Philippines (DAP) renamed its Center for Organizational Development as the new Center for CES Development (CCD) on March 22, 2023. This move elevated the Program Management Office of the Public Management Development Program (PMDP), the National Government’s Career Executive Service Development Program (NGCESDP), to a new level. This transformation is more than just a change in name. It represents a deepened commitment to nurturing the nation’s leaders and shaping the future of public sector governance.Â
A legacy of commitment and excellence
Since its establishment under Presidential Decree (PD) 205, as amended by PD No. 1061, further amended by Executive Order (EO) No. 288, and strengthened by EO No. 45, the DAP has been a beacon of progress and innovation, steadfastly supporting the developmental forces that drive the nation’s economy. Through advancing human resource development programs, the Academy has consistently worked to effect high-performance and high-potential among government leaders. PD 336 s. 1973 further empowered the DAP to pioneer and implement career executive service development programs, underscoring its role as a vital institution in the professionalization of the public sector.
Over the years, the DAP has evolved with its programs growing in scope and impact. As its banner program, the CESDP was revitalized into the NGCESDP and later became the renowned PMDP. These initiatives have been instrumental in shaping a cadre of ethical, competent, and future-ready leaders within the bureaucracy.
The Center for CES Development
The evolution of public service demands institutions to not only respond to the present but also anticipate the future. Recognizing this, the DAP has taken a significant step in mandating the CCD to cultivate leaders who are equipped to navigate the complexities of modern governance, and ensure that they are prepared to meet the challenges of an ever-changing administrative landscape.
The CCD comprises three key offices: the Junior Executive Development Office (JEDO), the Senior Executive Development Office (SEDO), and the Advocacy and Admission Office (AAO).
JEDO provides comprehensive training and career development for high-performing division chiefs preparing for entry into the Career Executive Service (CES). It focuses on building core competencies, fostering collaboration, and promoting effective development management necessary for future directorship positions.
SEDO offers advanced training for current CES position holders, enhancing their competencies through exposure to cutting-edge technologies and development management philosophies. Designed to fit busy schedules, the program spans 55 days over 10 months and features specialized short courses on leadership and management models. This approach ensures that executives stay current and inspired, equipping them to lead agile, future-ready organizations.
Lastly, AAO promotes the PMDP and manages recruitment and admissions for the CES training program. It ensures program visibility, secures robust nominations from agencies, and administers a rigorous admission process. The office actively maintains relationships with PMDP alumni and oversees an extensive knowledge portal to support the Center’s activities.
More than a training ground, the CCD is a crucible where the future of public service leadership is forged. At CCD, professionals and emerging leaders grow, collaborate, and innovate, advancing the DAP’s legacy while embracing the future with confidence.
