For the first time, the Development Academy of the Philippines (DAP), through its Public Management Development Program (PMDP), will pilot a Middle Managers Class (MMC) Shuttle Course this year, with nominations now open for qualified government officials. 

The MMC Shuttle Course offers a flexible learning platform that enables participants to enroll in selected modules through a modular approach tailored to their schedules and professional development needs, allowing government middle managers to strengthen their leadership competencies while engaging in a dynamic and collaborative learning environment.


ABOUT THE MODULE

The MMC Shuttle Course features a comprehensive set of modules designed to equip participants with a deeper understanding of governance, development, and public sector leadership. These include:

  • Development Perspectives (DP)
  • Philippine Governance and Administrative System (PGAS)
  • Economic Applications in the Public Sector (EAPS)
  • Managing High-Performing Public Sector Organizations (MHPPSO)
  • Digital Transformation (DX)
  • Project Development and Management (PDM)
  • Public Finance and Budgeting (PFB)
  • Public Policy Analysis (PPA)
  • Practicum on Operations Planning (POP)

Collectively, these modules cover key areas such as development theory, policy analysis, organizational leadership, digital governance, and results-based planning, enabling participants to respond effectively to contemporary challenges in the public sector. 

The program will be delivered through a hybrid setup, with selected modules conducted face-to-face at the DAP Conference Center in Tagaytay and others held online via Google Meet. Each module runs for approximately seven days.

A Certificate of Completion will be issued after each module is finished. Every module also contributes to the required leadership and management training hours. Participants who choose to continue into the regular program may qualify for academic credit equivalent to three (3) units per module, in accordance with existing program guidelines.

QUALIFICATIONS

  • Division Chiefs (SG 24), particularly those being prepared for directorship positions
  • 50 years old and below

REQUIREMENTS

Nominees are required to submit the prescribed application documents to complete their candidacy: 

  1. PMDP Endorsement Form (Signed by the Immediate Supervisor)
  2. PMDP Form-C Health Assessment Certification Form
  3. Personal Data Sheet – CSC Form 212 (Revised 2025)
  4. 4. Certified True Copy of CSC Form 33 (Appointment Paper)

FEE

The course is offered on a government scholarship basis. For face-to-face modules, accommodation, meals, and training materials will be provided. Transportation expenses shall be shouldered by the participant’s agency
